Dr. Bill Payne, III

Bill is the Founder and Chief Executive of BroadView Communications. BroadView Communications focuses on the development of methodologies, analytics, and network control for the optimal management of application traffic transport in operator networks.

Prior to establishing BroadView Communications he was a Senior Consultant with Roberson and Associates with a focus in the area of specialized mobile broadband networking. Bill assumed the role of CTO North America when Nokia Siemens Networks completed its acquisition of Motorola Networks in April 2011. The merger of Nokia Siemens Networks and Motorola Networks combined two of the top global companies developing cellular network technology.

As CTO, North America, Bill was tasked with bringing the technologies and innovations from the global Nokia Siemens Networks CTO organization to the North America region. Nokia Siemens Networks used innovation to create a market-leading position for itself in several areas, such as WCDMA and, particularly, 4G, with about half of all commercial LTE deals worldwide, far more than any other vendor.

Prior to joining NSN, Bill had a distinguished career at Motorola from 1996 to 2011. His last position at Motorola, from 2010 to 2011 was Vice President for Networks Advanced Technologies for one of the company’s three business divisions, Home and Networks Mobility Business.

Prior to this, he served as Vice President for Systems and Technologies for Motorola’s Network Business (2005-2010). In these roles, he was responsible for the development of roadmap technologies, including new broadband air interface (3GPP Long Term Evolution or LTE and IEEE 802.16/WiMAX) and network technologies and system prototyping and performance analysis.

Prior to his VP positions, Bill served as Senior Director for Advanced Wireless Engineering at Motorola from 1998 to 2004. Here he directed the development and integration of advanced IP based cellular systems for several premier worldwide operators. He also directed the specification, standardization, and validation of a 3G all-IP cellular system, an industry-leading architecture marketed under the name Aspira, for voice, data, and multimedia communication.

Previously, Bill was Director of Motorola’s Broadband Wireless and Multimedia Group from 1996-1998. He was responsible for system development of a broadband wireless system aimed at emerging 2.5 GHz and 28 GHz markets.

Before joining Motorola, Bill worked for 16 years at AT&T Network Systems (now Lucent Technologies). He served as a member of the Technical Staff from 1979-1985, Technical Manager for Optical Switching from 1985-1989, and Technical Manager of Broadband & Cable Data Systems from 1989-1995.

Bill received his BSEE from the School of Electrical and Computer Engineering in 1980. He was awarded Purdue University’s Outstanding Electrical and Computer Engineer Award in 2008 and the Distinguished Engineering Alumnus Award in 2013.
