Belcher works for Rolls-Royce as the Program Director for US Civil Funded Programs and customer executive for NASA and FAA research.

In his career, Belcher has worked numerous ground and flight test programs as an experimental and chief experimental engineer.

He served as an integrated product team lead for the X-plane prototype for the Joint Strike Fighter LiftFan. He has also managed multiple advanced military engine prototype demonstrators.

Belcher is a Purdue AAE graduate, and a founding member of the School’s Industry Advisory Council. He is an AIAA Fellow, and past Chair for the AIAA Air Breathing Propulsion Technical Committee.
