Workshop on Financial Assessment of P3 Projects in Transport Infrastructure

The Midwest branch of FHWA's Build America Center, in association with the ASCE Transportation and Development Institute (T&DI) Purdue student chapter, hosted a workshop titled Financial Assessment of P3 Projects in Transportation Infrastructure on September 11, 2025, at Purdue University. The workshop was delivered by Dr. Cesar Queiroz, World Bank transportation consultant. The hybrid event brought together 25 in-person attendees and 120 online participants from across the world, reflecting the strong interest in innovative financing methods for infrastructure delivery.
The session began with welcome remarks by Dr. Samuel Labi, followed by introductions of the ASCE T&DI Chapter at Purdue (by Myles Overall) and the Build America Center (by Deepak Benny). Dr. Kumares Sinha delivered the keynote address, setting the stage for an engaging and practical program. The workshop guided participants through the fundamentals of public and private finance, P3 structures, risk allocation, and contract models. Participants gained hands-on experience using the World Bank’s Financial Modeling Toolkit for roads and highways, working through exercises on toll-based (“user pays”) and availability payment P3 projects. The program concluded with a lively discussion, enabling participants to reflect on financial viability, risk allocation, and decision-making in real-world contexts.
