Sustainability of the Petrochemical, Refining, and Exploration and Production Industries in Mexico

Mexico must approve a legislative reform to its energy sector. First, a fiscal reform is needed. PEMEX must operate as most of the leading petroleum and petrochemical companies in the world do. Its directors should be able to manage PEMEX with full autonomy, independent from the Secretary of Finance. PEMEX should also merge its petrochemical, natural gas and refining operations into a single company and gain with the synergies that today are wasted. Petrochemical refineries could then be built. There is an opportunity for the private sector to complement PEMEX in its refining operations. Small refineries could be profitable and diminish logistic costs.
Finally, we could have the private sector participate in exploration and production, through a fiscal regime that should maximize the government income. Examples of the difficulties to run and manage PEMEX are given, and proposals to solve these problems are proposed.
Biographical Information
Mr. Abraham Klip is currently Director of Operations of INDUSTRIAS BRE (BRE GROUP), responsible for the daily operations of businesses including oil refining, real estate investments and others.
From 2002 to 2007 he was Vice-President of Pemex Petroquímica, responsible for Planning and Project Development.
He received his Bachelor Degree in Chemical Engineering at Universidad Autónoma Metropolitana (1979) graduating with honors and receiving the “Best Students in Mexico Award”. He received his Masters of Science Degree at the University of Texas at Austin (1981), his thesis work being published by the Chemical Engineering Progress Magazine and received the “Best Publication Award” by the South Texas Section of the American Institute of Chemical Engineers.
Mr. Klip worked (1981-1985) as a Process Engineer for several companies belonging to the “DESC Group” (Chemical Specialties, Fatty Acids, Feed Grade Products), eventually becoming its Technical Manager (1986-1988) and later on as Operations Vice President for its Synthetic Rubber Business Unit (1989-1991). He founded a laminated armored glass business being its owner and General Manager (1991-2001)
