Commander Constance Solina, is a native of McLean, Virginia.  She graduated from Purdue University with a bachelor’s degree in civil engineering in 2000 with an emphasis in environmental engineering.  She was commissioned as an Ensign in May 2000 through the Purdue Naval Reserve Officer Training Corps.  She earned her master’s degree in Environmental and Water Resources Engineering from the University of Texas in 2006.

Commander Solina’s initial assignment was as the Communications Officer, Electronic Key Management System Manager and Combat Information Center Officer onboard the USS SPRUANCE (DD-963), leading to deployment to the Mediterranean in support of Operation Enduring Freedom.  She completed the Civil Engineer Corps (CEC) Officer School in April 2003. 

With positions of increasing responsibility from 2003-2008, Commander Solina continued to serve in a variety of Naval leadership positions that include Assistant Resident Officer in Charge of Construction for the Engineering Field Activity Midwest as well as Deputy Resident Officer of Construction and Assistant Public Works Officer for the Integrated Product Team Central.  In 2006, she served as the Air Detachment Bravo Company Commander preparing a 256-person company in support of the Marine Expeditionary Force operations in Iraq.  In 2008, Commander Solina served as the Director of Training Operations for the Center for Seabees and Facilities Engineering where she led the management of 180 courses totaling over 19,000 instructional hours with an annual throughput of 27,000 students supporting the Naval Construction Force and CEC. 

In 2010, Commander Solina served as Regional Service Program Manager for NAVFAC Europe Africa Southwest Asia in Naples, Italy where she led the planning, programming and execution of over $300M of baseline and contingency for regional installation operations.  In 2012, she served as Executive Officer for a 580-person battalion deployed to Okinawa, Japan in support of the US Pacific Fleet Commander.  In 2014, she reported to the Pentagon serving on the Chief of Naval Operations staff as the Base Operating Support Integration Action Officer for the Shore Readiness Director (N46).  She was a key member of the Navy’s Task Force Cyber Awakening focusing on securing of Industrial Control Systems, and was responsible for the coordination of three programming cycles articulating the current risk posture for operating the Navy’s 70 installations totaling over $7B annually.   Her current duty is Military Program Advocate, NAVFAC Headquarters where she leads military human capital program management and is community advisor on manpower, personnel, training and education for the Chief of Civil Engineers and Seabees.

Commander Solina is dual qualified as a Seabee Combat Warfare Officer and a Surface Combat Warfare Officer, registered as a Professional Engineer in the state of Virginia, and a member of the Defense Acquisition Corps.  She is married to Anthony “Tony” Solina and they have a five-year-old son, Rhys and a one-year-old daughter, Jordyn, living in Herndon, Virginia.
