Somerset’s John Babb receives Navy’s second highest civilian award

Somerset resident John Babb has received the second highest civilian award that the U.S. Navy presents. The Superior Civilian Service Award was presented to Babb Oct. 1 at the Naval Undersea Warfare Center in Newport, Rhode Island, where Babb works as a customer advocate on submarine concept design and mentors young people.

The award recognizes Babb’s outstanding contributions to the Naval Undersea Warfare Center Division in Newport, the U.S. Navy and the nation.

“I was a bit overwhelmed,” Babb said of the honor. “It’s definitely a career award, recognition of a lot of time and a lot of effort. I was really touched by the people who were there to see me receive it.”

The award was presented by Ron Vien, technical director of the Naval Undersea Warfare Center, with Don McCormack, executive director of the Warfare Center, and U.S. Navy Captain Michael Coughlin, commanding officer at the center.

Babb said he works on designs for submarines that may not be in the water until 2040.

“It’s what I’ve always wanted to do,” Babb said of his job.

Babb, who has worked at the center for 36 years, has served as the lead customer advocate, the technical manager for the submarine technical program and the director of the center’s concept formulation office.

He has a bachelor’s degree in ocean engineering from Purdue University and master’s degrees in ocean engineering and mechanical engineering from University of Rhode Island.

“It’s challenging,” Babb said of his work at the center. “It’s relevant. I’m directly supporting Navy design and the guys are out there every day.”

Babb has been a member of the Somerset Lions Club for 11 years and was a Cub Scout pack leader in town.

For the award, Babb received a certificate, medal and lapel pin to display. In a letter to Babb, T.J. Moore, commander of Naval Sea Systems Command, wrote that Babb’s work has been of substantial benefit to the Navy, the fleet and the nation.

“Your career has been characterized by technical excellence, dedication and innovative leadership, resulting in the profound advancement of the state of undersea technologies for the United States Navy,” Moore wrote. “Your skill in developing original, forward-thinking concepts and your keen ability to collaborate with Navy, industry, academia and shipbuilders, have led directly to the fielding of innovative undersea systems. In the past decade, your clear commitment to cultivating the next generation of scientists and engineers has ensured stability and continuity of innovation and excellence for the fleet, with over 40 new professionals benefiting from your mentorship.”
