Tim was born and raised in St. Louis where he and his three siblings were the first family members to attend four-year colleges — a commitment made and delivered by his parents, David and Gloria. Tim attended Purdue from 1979-83, graduating with a BSCE degree. During his freshman year, he pledged Beta Theta Pi fraternity where he made lifelong friends.
Upon graduation, Tim went to work as a project manager for C. Rallo Contracting Company in St. Louis. In 1986, he joined the newly-formed construction management division of Sverdrup Corporation, where he led transportation and industrial projects in Kentucky, Ohio, and New Jersey.
In 1989, Tim moved to New York to pursue an MBA at Columbia University. He joined Merrill Lynch’s public and project finance group in 1991, and subsequently led transportation finance teams at both Lehman Brothers and Morgan Stanley. In the early 2000s, Tim advised investment groups on bids for the Chicago Skyway and the Indiana Toll Road leases, the first and largest deals of their kind.
In 2008 Tim joined KPMG’s Global Infrastructure Advisory group and during his 10 years there led the financial advisory work on eight “Deals of the Year,” including the State of Indiana’s $2.6 billion Ohio River Bridges project. While at KPMG Tim advised Purdue on two industry leading P3 projects - the State Street Redevelopment; and the Third Street North and Meredith South housing projects.
Upon retirement in 2019, Tim accepted an adjunct professorship with the Lyles School of Civil Engineering, where he now works jointly with the Krannert School to provide research and develop coursework around P3 delivery and investment models. He is an active board member and advisor to several non-profits in Austin, and is finance director and professional mentor to UT students at the central Texas chapter of Engineers without Borders. Tim is father to two great teenagers, Emily and Daniel, and together they direct and manage the Carol A. Buch Family Foundation.
