USRA COP31 Student Virtual Delegation Call for Applications
Since 2021, USRA has held observer status with the United Nations Framework Convention on Climate Change (UNFCCC) and has sent delegations to United Nations Climate Change Conferences (COP meetings). This year, for the first time, we are opening participation to students from USRA member universities through a virtual delegation to COP31, taking place November 9–20, 2026, in Antalya, Türkiye.
COP31 is the 31st United Nations Climate Change Conference. At the summit, world leaders, experts, researchers, and civil society representatives will discuss solutions to address climate change and advance a more sustainable future. USRA has contributed to these discussions through work involving Earth observations, climate monitoring, and space-based applications, in collaboration with sponsor agencies, including JAXA, as well as university and NGO partners. This opportunity will allow students to engage directly in those conversations and bring new perspectives to the international dialogue.

How Virtual Delegates Can Participate
As virtual delegates, selected students may:
- Observe official plenary proceedings and negotiation sessions.
- Attend hybrid side events and pavilion discussions.
- Engage with researchers, policymakers, and youth participants from around the world through virtual networking opportunities.
- Gain exposure to the intersection of science, technology, policy, and international cooperation without the need for travel.
Who Can Apply
This opportunity is open to any currently enrolled student at a USRA member university.
While COP focuses on climate-related issues, we are intentionally seeking applicants from a broad range of disciplines. USRA's unique contribution to these discussions stems from our community's strengths in space science, Earth science, engineering, technology, and related fields. Students from all academic backgrounds are encouraged to apply and help bring diverse perspectives to the conversation.

- The application requests information that may be entered into the UNFCCC registration system. Accuracy is important.
- Passport-level information will only be requested from selected participants if required.
- Selected delegates will be asked to submit a brief participation report following COP31.
- Applicants should transmit completed forms securely whenever possible (e.g., password-protected attachment or encrypted email).
