TRANSPORTATION SYSTEM MANAGEMENT & OPERATIONS (TSM&O) STRATEGIES

TSM&Os are most often implemented to mitigate traffic congestion or improve safety.   However, there are limited studies to date assessing the economic development impact of TSM&O.   This research introduces a practical framework for using the “Tool for Operations Benefit Cost Analysis” (TOPS-BC) and economic multipliers to measure the economic development impact of these type of projects. Additionally, this research conducts a multicriteria analysis to rank such strategies, which serves as an important base to better understand the prioritization of these types of projects along with their expected benefits.
