Professor Yihsu Chen from the University of California, Santa Cruz, and I have written an opinion piece for The Conversation, where we share our thoughts on the recently proposed income-based rate design in California. This policy aims to address the utility "death spiral" problem, where wealthier customers install solar panels, leaving fewer customers to cover utilities’ fixed costs, which can drive up prices for everyone. As prices rise, more customers may opt out of the system, exacerbating the issue. Our opinion is based on our recent paper, "Optimal Retail Tariff Design With Prosumers: Pursuing Equity at the Expense of Economic Efficiency?" published in the IEEE Transactions on Energy Markets, Policy, and Regulation.
