I am concerned with the specific requirements for ENGL 106/108 and COM 114. Part of the design of the College-wide Gen Ed document (EFD 43-13) was to define a consistent set of rules for the new university foundational outcomes, especially those taken in FYE. It becomes a difficult advising challenge (and contrary to the principle of a common first-year) if there are different requirements for different majors even before the student has entered the major. And forcing a student who takes a different Written or Oral Communication course in FYE to retake would be a waste and delay time to graduation. This issue is likely more pressing for the Written Communication course, where there a large number of options other then ENGL 106 and 108 that students use, than for Oral Communication, where the vast majority of students still take COM 114 or 217.
