There are already courses in CE for such purpose. CE497 (undergraduate) and CE 597 (graduate). Why is another specifically for CEM needed at the undergraduate level to experiment with? It just seems extra paperwork. Further the reason is the same as for EFD 14-20. Why are two experimental courses needed at the undergraduate level?
"The intent of the course is to provide a mechanism for experimental courses to be taught at the undergraduate level. Courses will be vetted and monitored by the CEM curriculum committee."
