We are restricting participation and access to information to US Citizens who are DoD employees or contractors, or DoE employees or contractors.

We believe that this is sufficient to support the DoD distribution label of 'Distro D'. Members of the DoD or DoD contractors should mark any information they wish to control consistent with DODI 5200.48 and DODI 5230.24. Members of the DoE or DoE contractors are also requested to mark any information they wish to control accordingly.

We intend to disseminate a program book with titles and abstracts for the technical talks. We request all speakers limit their abstracts and talk titles to be suitable for open distribution. At speaker request, we will withhold titles and abstracts that should not be released openly.

The Purdue Energetics Research Center welcomes you to our combined talent showcase and technical summit event which will be held back-to-back on the campus of Purdue University in West Lafayette, IN on September 22-23 (PERC-ETS '25) and September 23-26 (PEMS '25).

Attendees from both ETS and PEMS will be invited to the Tuesday night poster session and networking event. These technical exchanges will be held separately, and separate registrations will be required for those attending both events. Detailed agenda and logistical information for both events coming soon (hotel, parking, etc.).

In an attempt to maintain a Distro D level environment and to ensure compliance with export control regulations and national security requirements, all participants must adhere to the below event restrictions and security concerns.

Full Event Schedule Campus Map Restrictions & Security Distro D Vetting Procedures

Event Restrictions and Security Info

Restricted Access: This event is limited to U.S. citizens only. Proof of citizenship is required in advance to attend the events. A valid government-issued photo ID will be required at event check-in.

Pre-Registration To maintain a Distro D level environment all attendees must pre-register in advance. On-site registration will not be available.

Background Check: Attendees must undergo a background check before gaining entry. Participants must fill out the eligibility verification form, including the contact info of their organization?s Export Control or Facility Security Officers or Human Resources representative (EC/FSO/HR). The participant's organization is responsible for ensuring that all individuals they register meet the eligibility requirements, including U.S. citizenship and the ability to pass the required background check.

No Photography or Recording Devices: Electronic devices capable of photography or recording, including smartphones, tablets, laptops, cameras, and audio/video recorders, will not be permitted inside the event venue. A secure storage area will be available at check-in for participants to store mobile phones and other restricted devices during the event.

Emergency Contact Number: An emergency contact number will be provided after registration for any urgent needs.

DoD Restricted Distribution Vetting Process (Distro D)

Purdue University - High-Level Vetting Plan for Event Involving DoD Restricted Distribution Information (e.g., Distro D)

(1) Eligibility Requirements

  • All attendees must be U.S. citizens.
  • All attendees must have completed Export Control and Controlled Unclassified Information (CUI) training within the past 18 months.

(2) Organizational Attestation

  • Each attendee's employing organization is responsible for:
  • Verifying the attendee's U.S. citizenship status.
  • Confirming completion of Export Control and Controlled Unclassified Information (CUI) training.
  • The employing organization must provide Purdue with a signed attestation certifying compliance with the above requirements.
  • Attestations must be submitted prior to the event and will be retained by Purdue.

(3) Restricted Party Screening

  • Purdue will conduct restricted/denied party screening for all non-U.S. government participants.
  • Any flagged individuals will be subject to review, and participation may be denied based on risk assessment.

(4) Access Control and Documentation

  • Purdue will maintain a centralized list of approved attendees based on attestation and screening outcomes.
  • Access to the event will be limited to individuals on the approved list.
  • Identity verification may be conducted at check-in for in-person events.
  • No individual will be permitted access to the event unless all attestation and screening requirements have been completed and verified.

(5) Recordkeeping and Audit Readiness

  • All attestations and screening records will be retained according to Purdue's policies and federal sponsor requirements.
  • Purdue will provide documentation to sponsors or auditors upon request.

PERC Energetics Talent Showcase 2025

PERC-ETS '25 - Event Details

PERC-ETS (Energetics Talent Showcase) is a 2-day career fair focused on student work in the field of energetic materials. Each day ETS will feature student talks, which will be 15-20 min technical presentations (including questions). Each evening there will be poster sessions, which will provide students an opportunity to discuss their work in more detail with prospective employers. Students who give technical talks are also expected to present a poster, on the same topic to facilitate engagement with employers.

  • 50 domestic energetic materials students from 11 universities
  • 45 representatives from government and industry
  • Student interview spaces on site
  • Numerous employment offers accepted

This year we expect even greater participation from all sectors:

  • 2 poster sessions with opportunities to network
  • Increased interview spaces and opportunities

PERC-ETS '25 - Details for Students

Call for Technical Talks & Posters

Students, we invite you to submit abstracts for technical talks and/or posters for PERC-ETS '25. Those who give technical talks are also expected to present a poster, on the same topic to facilitate engagement with employers. Or you can choose to present your work only on a poster to be shared during our two evening poster sessions.

Clearance Required All work must be approved/cleared for presentation by your research program sponsor.

These sessions are closed events. Any information being shared within these sessions is not to be distributed or discussed publicly, or with anyone outside of this event who has not obtained the approvals by the DoD.

Option A: Technical Talk + Poster

  • Submit an abstract for with a Distro A title for publication in the event program
  • We will use the same title and abstract for your talk and your poster.
  • You must demonstrate that your government sponsor has approved the title and abstract for Distro A release.
  • Titles and Abstracts are due September 2, 2025
  • Final slides for talks are due September 12, 2025

Option B: Poster Only

  • Submit an abstract for with a Distro A title for publication in the event program.
  • You must demonstrate that your government sponsor has approved the title and abstract for Distro A release.
  • Titles and Abstracts are due September 2, 2025

Language and Guidance for DoD Restrictions for Students

To ensure compliance with DoD policies when seeking to release research information:

Initial Assessment:


Determine if the research contains any classified, sensitive, or controlled unclassified information (CUI).

Coordination with DoD Sponsor:


If the research is conducted under a DoD contract or sponsorship, coordinate with the sponsoring agency's public affairs or security office to understand specific review requirements.

University Review (if applicable):


Each university may have its own internal review process to assess the content and determine whether submission to the DoD is appropriate. This review typically involves the research compliance or export control office. Students must follow institutional procedures before any submission to a DoD review authority.

Submission for DoD Review:


Prepare the material for submission, ensuring it is in its final form.
Submit it to the appropriate reviewing authority:

Await Clearance:


Do not disseminate the material publicly until you receive official clearance indicating it is approved for public release under Distribution Statement A.
