[BNC-all] Ultrapure Water and Acid Hoods

As stated previously, we are having issues with the ultrapure water coming
back into spec. Currently we are operating at 15.4 megohm resistivity (18.2
is theoretical, where we usually operate). TOC is operating at 1ppB, while
we normally operate at 225 ppT. This means that we have slightly higher
organic levels in the water and quite a few more ionic impurities. The
quality is continually improving, and we will let you know when the quality
is back where it belongs.

It is perfectly acceptable to perform non-sensitive operations with this
water. FOR THIS REASON, WE ARE NOW OPENING ALL ACID HOODS FOR NORMAL
OPERATION. The facility is now fully operational, with the understanding
that our water quality is not yet back to our normal, specified levels.

Thank you for your understanding and cooperation as we work through this
issue.
