WISDOT will notify Round Robin participants of any tests for which their data was determined to be a statistical outlier.  An outlier is defined as that data which is outside of three standard deviations from the average.  The determination of outliers is an iterative process.  The notification will be contained in a letter attached to the summary report.  The participant shall have 30 days to provide WISDOT with a response as to the apparent cause of the outlier.  Failure to respond within 30 days will result in loss of certification for certified suppliers as detailed in the Combined State Binder Group Method of Acceptance for Asphalt Binders, January 2003.
