Fred has 30+ years of experience leading internal and external clients to obtain greater value from their capital project estimates, project controls and project delivery processes. He has worked in all levels of estimating for the worlds’ largest energy producer. He has developed estimating systems, procedures, policies and practices to support Owner and EPC firms in the development of project and program baseline budgets, resource requirements, value engineering, contracting, strategic purchasing, change orders and claims. Extensive knowledge of capital project processes from FEL1 through to hand-over. Strong technology expertise of software and solutions supporting the capital industry.
Fred has held roles as both an internal and external consultant and possesses strong team building skills, is an excellent facilitator, communicator, trainer and complex problem solver. His practical, nuts and bolts approach forms strong partnerships from C level executives to cost engineers, project managers or plant superintendents.

Representative Examples of Engagement Experience
- Principal architect for $110 million, integrated project management information system to provide a stable execution platform to support 20,000 worldwide and domestic users, seventeen corporate stakeholders and over 160 capital project processes from FEL1 to hand-over. Solution provided $730 million in savings by integrating Owner engineering, project management, project controls, asset management, records and issues management along with an EPC portal to manage a $120 billion portfolio for a Middle East oil giant.
- Project Manager providing business process optimization for 136 business processes for a large international pulp and paper firm located in 340 facilities worldwide. Business process optimization increased effectiveness of FEL1FEL3, funding and project execution phases. Capture of EPC firms detailed project estimates through a standard WBS, automated stage gates in FEL1, FEL2 and FEL3 and budget approvals. Provided standardization of fragmented project execution processes, cost reporting, issues management, scope tracking and commissioning.
- Developed a solution to automate the workflow between facilities planning engineers and estimating organizations to capture project’s scope, WBS structure and cost estimates across a large portfolio of CAPEX investments. Devised a system to aggregate cost estimates across an entire portfolio which allowed for commodities (steel, pipe, valves, cable, etc.), process equipment, bulk materials and construction labor to be consolidated by fiscal year. This provided tremendous leverage to the supply chain organization and market outlook analysts to anticipate future trends and place strategic purchase orders.
- Deployed estimating systems and training for EPCs. Developed standardized practices for EPCs to submit estimates, data, material quotations in a standardized manner to support integration into an Owner’s estimating systems for consolidation, review and validation. Developed training materials and conducted training and awareness for EPC contractors and local engineering firms.
- Developed training platform for a large international pulp and paper company which supported 10,000 users and EPC contractors for capital project delivery work processes from FEL1 to Plant Commissioning. Effort focused on technology solution, curriculum development, content structuring and training platform deployment.
