ADA Title II Requirements

Effective April 24, 2026, the ADA requires accessibility for all users of course instructional materials. While the scope of the new legislation is broad, the three main categories for compliance are instructional documents, videos and audio, and images and color contrast. Please find specific resources for these key areas of focus on the Innovative Learning Accessibility Checklist<https://www.purdue.edu/innovativelearning/tools-resources/accessibility/digital-instructional-materials-accessibility-checklist/> page. Step by step videos focused on tangible guidance in each of these areas are also in development.
As the April 24th deadline is in Week 14 of Spring 2026 semester, the University recommends that individual instructors update their course materials as they prepare for the semester.
Providing accessibility to all
The new legislation invites us to think about accessibility as a standard part of preparing materials. When materials are accessible from the beginning, no one has to seek out adjustments for things that could already meet a wide range of needs. This approach helps promote equal access for everyone. This approach aligns with Purdue’s commitment to making all “education, employment, services, programs and activities accessible” as outlined on the Office for Civil Rights website on accessibility resources<https://www.purdue.edu/vpec/ocr/accessibility-resources/>.
Resources to support compliance are available now
Compliance with ADA Title II, broadly, is under the purview of Purdue’s Office for Civil Rights. The Office of the Provost has assembled a team to provide communication and resources to support instructors in making the required changes. We suggest you start with, and bookmark, the Innovative Learning Team’s Instructional Material ADA Readiness<https://www.purdue.edu/innovativelearning/tools-resources/accessibility/> dedicated website that currently includes the following resources. Additional course-specific guidance will be added to the website as it becomes available.
* An Accessibility checklist<https://www.purdue.edu/innovativelearning/tools-resources/accessibility/digital-instructional-materials-accessibility-checklist/> is the FIRST STOP for an overview of areas on which to focus (downloadable).
* Frequently Asked Questions (FAQs)<https://www.purdue.edu/innovativelearning/tools-resources/accessibility/ada-title-ii-compliance-faqs/> are drawn from instructor questions and needs.
* Synchronous workshops and a recording can be viewed, with more sessions added regularly by Innovative Learning Team members – many of whom are also instructors -- focused on ADA Title II in response to instructor needs.
* Daily drop-in sessions are offered through Fri., Dec. 19, during which you can work with individual Innovative Learning Team members on your specific questions.
* A new, self-paced Brightspace course focused on ADA instructional material readiness<https://www.purdue.edu/innovativelearning/blog/2025/12/01/purdue-expands-ada-title-ii-support-with-new-brightspace-asynchronous-course-updated-accessibility-resources/> is available. This asynchronous course is designed to guide instructors through accessibility fundamentals and practical strategies for updating course materials.
Purdue Libraries and School of Information Studies also offers a Digital Accessibility Guide<https://blogs.lib.purdue.edu/news/2025/08/14/introducing-purdue-libraries-digital-accessibility-guide/> to help create accessible digital content—from instructional materials and research outputs to webpages, presentations, email, and accessible PDFs. The guide continues to evolve as a resource for building inclusive and user-friendly materials.
Accessibility for all is the goal
We recognize that updating all digital instructional materials may be a substantial undertaking but are confident that Purdue’s teaching and learning community can work together to not only comply with ADA Title II but also assure accessibility for all students.
