[BNC-all] Staff contact Information

A new method for contacting the engineering staff has been created.  It
will email all the engineering staff at once.  This will ensure that the
staff member responsible for the equipment and their back-up are
notified of your issue.  Please do not copy individual staff member's
email accounts as it would be redundant.
